I just looked it up - Chevron acquired the motor oil division of Amoco in June of 1998. Later that year they had released/were in the process of releasing their Group IIs to meet that years CH-4 recommendation. Mobil met the timeline barely, and had done so by souping up their oil to scratch by. The following year, 1999, Mobil had redesigned their oil and followed Chevron's lead on Group IIs.

As far as Conoco's failed tests with Group IIs years before. I can't find that, will have to do some more digging.
