I don't think he's stupid, and I don't think anyone said he was. It's his reply that is stupid, has no merit and was nothing more than an irritation to me. If Holliday showed up on my road lost, dirty and hungry I would treat him no differently than this little dog. A bath, some food and an attempt to find his owner. I'm sure the only difference would be this dogs owner is probably looking for her.
