Hydraulics Help!

I have a Ford 4400 and the loader will leak down with engine running or not. I have overhauled the control valve, new o-rings, check valves and it still leaks. I think that the spools are worn enough to let oil leak past,has anyone ever had a machine shop fix a valve like this or can they do it? I know that the cylinders are not leaking cause we have already checked them. Any help would be appreciated. Thanks
