I certainly am no expert on the value of antique tractors but my first tractor was a 1945 JD H that I gave $2,300 for. It ran and was in general pretty good shape. If this tractor that you are considering is loose but not running and in pretty good condition, I would think that $1,800 to $2,000 would be a resonable price to give for it. Again, just my opinion
