From my years as a fuel delivery driver I can tell you the 1 1/4" is correct, but 1 1/2" will be okay too. 3/4" is definitely too small, when the tank is full you can't get the nozzle shut off before you make a mess. Also good to have a turndown that is at least 12 inches above the ground and a screen to keep out the critters.
