Sounds like the ammeter in your tractor has been replaced by a voltmeter. Likley not correct,but in my opinion is a better indicator of electrical system condition than the original guage. A voltmeter on the system reading 13.5-14.5 volts means the electrical system is healthy and doing it's job. A reading of 12-12.6 volts means the battery is healthy and charged,and 13.5-14.5 with the engine running fast with all accessories turned on means all is well.
