Stuck or missing needle valve (not sure if there is a spring) would be my 1st thought. If you are like me the more times I take it apart the more likely I have left a part out or misinstalled it. If everthing is ok I would adjust the float per manual, then adjust carb per manual. Pretty simple, carb when I rebuild them I make sure to clean ALL passages with solvent and air.
