OT electric power up grade

With the best minds in world here this site this is the only place to ask a question,so here goes. The power company says I need a new meter base and it has to have a by-pass. What is a by-pass? Are they talking about a breaker box mounted on the meter base or what. The reason for the new base is upgrading from 60amp to 200 amp service. If this little store was 100yd south, the REC would do it for free!
