1.) Use some REAL loosen juice like PB Blaster, Kroil, or Thunderbolt. (Save the WD-40 for, well, err, well, I can't think of what you'd save it for!). 2.) When you get tired of trying to pull it off, get a section of heavy-walled pipe that will slip over the axle, and up against the hub, and whomp on it with a large "fitting tool" for a while. If it still won't budge, repeat #1, then try pulling on it again, then try #2 again 'til it lets go.
