The last time I bought tractor tires (about a year ago) the tire dealer refilled the tires with ethanol. I still have the CC fluid removed from the old tires.
Why worry about tire loading? This is common practice and well within the tires limits.
Why mess with washer fluid. Go to a tire dealer and buy the ethanol in bulk. Its just alcohol & water or you can add the water probably.
I don't think this will solve your problem with lack of traction in snow or on ice.
