What does tire size indicate?

I am about to replace rear tires on my tractor. It currently has 16.9 X 30. I saw once that the OEM tire was an 18.4 X 30. I am guessing both are for a 30" wheel. What do the other numbers indicate? Which is taller? Which has more width? Is one size preferable over the other?
