Apply a little heat and those plugs will come right out with no damage to the heads. Use an acetylene torch and try to heat just the plugs (since they can take more heat than the aluminum heads). You might be able to get them hot enough with a propane torch, but I doubt it.

Penetrating oil won't do anything unless the heads are off the engine so you can get to the threads. There's no way penetrating oil can get past the spark plug washer if you apply oil from the outside of the head.
