About 2 years ago I bought an 18' car hauler trailer at an auction. Auctioneer handed me an envelope with the paperwork. Inside I found a manufactures statement of origin (MSO) which is what the factory sends the dealer. When it gets purchased retail, it's supposed to be converted to registration/tags/title. Well this trailer was built in 1997 and had been owned by a construction company, but never registered or titled. So I figured "why should I?" I manage a small credit union and had to use my trailer to go do a repo one day. I took another guy with me to help. He's an off-duty cop. I happen to mention to him that I still needed to get the trailer licensed. He asked me if it has working lights. I said yes and he said there's no need to get it licensed. I'm assuming he's up to date on the applicable laws here on that subject so it still has no tags.
