You don't say if you have a gas or diesel tractor. If it's diesel, it's not a good idea to clean the air cleaner mesh with gasoline; you could end up with a runaway engine if you start it up and there's still gas in the air cleaner.

You shouldn't need to clean the mesh, unless it's really filthy. An oil bath air cleaner is supposed to clean itself. Your problems may be caused by too thick of oil in the cleaner.
