630 case pto shaft help

My brother in law has a 630 case the pto will not stop but when you brush hog and hit tall grass it stops when we pulled the plug to adjust the clutch oil came out should it be oil filled also we removed the pto to rebuild it and the shaft that goes to the trans. has what looks like a oil seal that hits the main drive gear that will not let us remove the shaft how do you get this shaft out to me it looks like this seal was put in the wrong place its between the gears and the bulb part of the shaft.
