Dan, what exactly are you doing?
Normal air cleaner maintenance is simply to clean out the bowl and refill with engine oil, so normal use will keep the mesh as clean as that oil. Hence regular maintenance!
Heavier particles will collect as a sludge but some will just stay in the oil.
If you are trying to clean out a cleaner which has been run with no oil, you may be in trouble as soil doesn"t dissolve too well in gas.
As you are cleaning it with solvent then yes, oil it before use, or any loose dry dust will be injested by the engine.
