Hi Howard,
A simple test is to connect a volt meter across the battery terminals when tractor is running. If the system is charging, it should read just over the rated system voltage (ie 6volt or 12volt)which would indicate a battery problem. If the reading is under the rated system voltage it indicates a charging problem. From what you have said it sounds more like the battery.
