Well fisrt off if the filter is one of those made for a car/truck with a fuel pump then thats part of your problem. Filters made for systems with pumps don't work well on tractors. From what you have said it sounds like you may have a coil going bad. Post down in the Ford-N board and you will get a lot of answers there
