Get a good sized coffee can and remove the plug in the bottom of the carburetor bowl, and watch the gas flow. Odds are, it's going to flow well, and then suddenly slow way down. That's your indication of fuel restriction.

You say you cleaned the fuel filter, makes me wonder if you put one inline. Being a gravity fed system, it takes next to nothing to restrict the flow enough to screw up the way the engine runs. Not that I've ever done that mind you. :-)
