Some outfit did a study on the "regular" panhandlers in Seattle- they each have their own (unofficial) spot on some downtown street, looking pitiful, with their dog, and tin cup out. You know the type. Anyhow, they just treat it as a regular job. Not homeless, for the most part- and the average income is between $30,000 and $36,000 per year, with no taxes. Not a bad gig, if you have no pride, I guess. It wouldn't work for me.
