Sounds like you found yourself a parts tractor. Buy it and keep looking for a better one to fix up. The first rule of resoring anything is to buy the best that you can afford. Rebuilding the engine can cost you $1500-2000, tires and tubes could be $7-800, etc. Restoring a $1500 tractor could actually save you money. Unless this tractor is 'family', I'd keep looking.

If you rebuild the motor, you could use hardened seats and valves, and unleaded fuel. But if your old tractor runs good, a simple lead substitute added to the gas is a perfectly reasonable solution.
