Sounds like you found yourself a parts tractor. Buy it and keep looking for a better one to fix up. The first rule of resoring anything is to buy the best that you can afford.

Rebuilding the engine can cost you $1500-2000, tires and tubes could be $7-800, etc. Restoring a $1500 tractor could actually save you money. Unless this tractor is 'family', I'd keep looking.
