Have you cleaned and examined those backing plates carefully ? I wonder if it could be a deal like the GM drum brakes of the 70's-80's. They had the adjuster hole stamped,but not quite broken loose from the backing plate. If you needed to adjust the star wheel manually,you had to take a hammer and drift punch to the partially sheared metal plug and knock it out of the backing plate. After you were done,you were supposed to buy rubber/plastic plugs to insert in the holes.
