I'm not familiar with the use of water injection on older tractors, but it could certainly have been done, perhaps to get the tractor to run on the fuels of the day. Water injection is commonly used, but not as a fuel. Adding water cools the combustion chamber and reduces detonation. I think some of the WWII piston engine aircraft used water injection at very high power settings so the engine didn't blow up from all the supercharger boost.

However, this guy's invention, as I understand it, generates hydrogen for use as a fuel, rather than using water to cool the air/fuel mixture.
