To me, rebuilding New Orleans is just plain dumb. The place is below sea level! What sane person would let his loved ones live in a place where their safety relies on miles-long series of levees where a flaw (by either design or construction) of one foot is disastrous! Making such a decision just because of emotion and not common sense is foolish! "He who does not learn from history is destine to live it over." Mother Nature always wins -- the next time New Orleans floods, it will cost us $500 Billion at least! You want it rebuilt, give Walt Disney Corporation 15,000 acres in the Midwest someplace and $100 Billion and let them make a new New Orleans. They can even reproduce the slums, food and smells (both good and bad) people find so endearing.
