If you are trouncing down the highway at these sorts of speeds you need: some sort of sprung/damped suspension; solid rim attachment, not potentially loose bolted rims; better braking systems than a couple of mismatched (or worn from turning one way)pedals - like effective braking on all axles.
Either pay the premium for a suitable model or pay a trucker to move it for you at those speeds. Their rigs are checked regularly for safety by the DOT. If you want all agricultural tractors to come under the same regs, there are many more out there who would disagree and wish to continue to travel around at slower safe speeds for their loads without having to justify to the DOT that they are "normal" agricultural vehicles.
