If you had 12 inch (13.6) tires on a 10 inch rim- that was out of line. You can go one inch wider or narrower on a rim. Your other problem I don't understand- are you saying that the bolt pattern of the wheel does not match that of the tractor, and you want an adapter for that? Not going to happen. Or does the wheel mount on the tractor and the weights just seem to fit a bit farther out, but still bolt up to the wheel? That is not a problem.
