From what I have heard, most of the people that did not get out of there before the huricane hit did not have a job before hand. What makes you think they would want to work now...now they have an excuse to hold out their hand some more.

Our great society has decided that making someone work for welfare, just like you have suggested, would be slavery. That is why we don't have these kind of programs anymore.
