Send a railroad train into the area, composed of empty flatcars and box cars and let the refugees ride that! At say 25mph! You could get a LOT of refugees on a 100 car train of flatcars and empty boxcars. Strap a few porta-potties on every 10th flatcar and have hourly "rest stops" so that those not blessed with having a porta-pottie on "their" car, could safely get to one!
