Belt Engaging Mechanism on Sears 10XL

I just bought a Sears 10XL tractor and snow thrower attachment. There's a belt drive on the right side, with a long belt running to the attachment. There's a lever that's supposed to engage and disengage the snow thower; it tightens and loosens an idler wheel against the belt. The problem is that the snow thrower always stays engaged. Does anyone know how the clutch mechanism is supposed to work? It looks to me like there's supposed to be a centrifugal clutch on the snow thrower; when the belt is loose, the pulley on the snow thrower is supposed to drift to the left and disengage, whereas when the lever is pulled, the belt is tightened and the pulley slides in a little to the right and engages. Am I interpreting this correctly? The snow thrower attachment serial number is 917252620 and the part number on the gear/cluch mechanism is 5353H3; I can take a photo if it'll help. Any advice is appreciated. Thanks. --Rob
