Power steering on JD 400

Hello, I am having problems with my power steering on my JD 400. When the tractor is running, hydraulic fluid starts leaking out of the reservior for the power steering. I have replaced these seals about a year ago, I am thinking that there is somehow too much pressure. Right now, I have the hydraulic pump disconnected, and when I turn the wheel it begins to leak just as it always does. It works great, almost too good, just has a bad leak. Any ideas, or comments would be appreciated.
