there should only be 2 bearings, the race goes in first for both. the seal holds the back bearing in, there is ussually a washer that goes between the small outer bearing and the nut. I like to tighten them up until the hub won't turn anymore, then loosen it until the hub spins free but not too freely, then line up the slot w/ the hole & stick the cotter pin in there.

They aren't too hard, just pack the bearings before assembly and then also pack the hub full of grease.
