Belaras starter rebuild?

Would any auto shop that rebuilds starters be able to rebuild a Belarus starter? I am not sure what type of starter it is. We have two new batteries and the engine cranks over to slow to fire. The selanoid just makes a high pitched buzzing noise. Then the battery cable to the selanoid get hot. Am I on the right track with the starter? Thanks for all your help.
