Any tractor with a 3-point hitch and a center-rear PTO shaft should hook right up to just about any tiller, other systems may require adaptors and such.

Bigger problem is finding an old tractor with a slow enough 1st gear, most pre-tiller era tractors are too fast, although they still do the job, just don"t pulverize in one pass like so many seem to want.

I prefer a pass with a field cultivator and a pass with a tiller behind my fast "51 case to just about anything else, maybe some deep tillage every decade or so. The cultivator finds all the obstructions that way, and the tilth is better.
