on the pump at the shut off there is a button that you push in to help start in cold weather some times they stick half way in or out make sure it's out it has a rubber boot or nipple on it. also it might be that the old owner did not change the oil in the pump and they rust up then they are junk and will cost more then the tractor is worth but bleed it also
