The law in PA hasn't changed, they may be just enforcing it more lately. It's long been required to be registered with the PUC to carry passengers for hire. If your father was doing it illegally, he is just lucky he didn't get caught and fined. And if he had an accident while hauling for hire, his insurance company would have walked away from him since he was illegal. Could have cost him a whole lot more than he ever made hauling Amish around. Don't worry about the Amish here in PA. There are plenty of people running legal Amish Taxis. And yes, I am a native of Lancaster County, PA so I've pretty much seen and heard it all when it comes to the Amish. Believe me, there is no need to feel sorry for them, they are more adaptable to change than most "english" are.
