Sounds like a tuning problem to me, I"d start with spark, make sure the timing and dwell are where they"re supposed to be and you"re firing on all cyl. Then adjust the carb, check for leaks, maybe check the valve adj. if a basic tuneup doesn"t work. Could also be a stuck intake valve, doubt it"s strictly a governor problem given the symptoms, more like the governor is having trouble because something else isn"t right.
