ford 2n: brake glaze

Hi, I had brake seals replaced last fall and brakes seemed to work fine afterwords. Tractor sat for about 2-3 mos. this spring. Brakes not working now. Could they have got glazed over from lack of use (as I have been told could have happened)? If so, can this be fixed by driving tractor with feet on brakes? What other fixes might there be? Its hard to believe new seals both failed at the same time (or is it?). Well thanks for any help that comes along.
