Hey Keith, I'm pretty decent on hydraulics but steering systems are one thing I've never fully understood. With that said I recently had to replace the steering pump on an older CAT loader with basically the same type steering system but on a little larger scale. When I got the pump replaced I ran into the same type problem your describing. All I had to do was start spinning the wheel around to the left and the back to the right...about 10 or so fairely quick turns before reversing direction and doing the same thing the other way. It took me more than a few times of this back and forth for it to finally pick up and start working but it finally did. Other than that I don't know what else to tell you. Good luck.
