Case 530 Question

Help! I have just purchase a Case 530 backhoe Model 31. It has a label that says Model 31 4050068
J I Case Company Racine Wisconsin USA. Any one know what year that is? Possible 1968?
Question1. Are the brakes adjustable through linkage?
No brakes, so what should I be checking for?
Question2. On the left knee is a lever for forward and reverse, what is the lever for on the right knee side? directly across from the forward and reverse lever. Thanks for helping a newbie.
