Off road is ALLOWED a higher sulfer content. It does not necessarily HAVE a higher content. For many suppliers, storage becomes the deciding factor. Easier to just have a #2 diesel clear tank and add dye as needed to ID it as off road. That is what the case is "here" in a wide area around me.
