Well around here the highway dept puts down a thin layer of it and then deposits rocks on it one rock thick. Some times the rocks are bare and other times asphalt coated. All the same size.

In a few minutes it hardens and holds the rocks to the point that they let traffic on it. So go and ask them how they do it.
