Try an alcohol mixture, may work--dont know but it cant hurt to try. Also years ago in Mich. we had to have a $10 AET done here and my old boss had a car that didnt pass and the service tech at a garage stuck the pipe sensor in another car because his would not pass, I guess you could call that tricks of the trade. What about drilling a hole sideways in the tailpipe and injecting oxygen into the pickup sensor, this might help too.
Those emission tests are a PITA.
