Paul, Whatever is causing your surging is causing your high readings. In addition to other items mentioned, wobbled out injectors, pressure regulator, PROM or ECM could be suspect too, as the fuel strategy is controlled electronically. Your check engine light is on, right? If it isn’t, something is wrong in that area because if the system isn’t clamping as it should, the O2 readings should trigger that light on. The converter "might" be adding to your woes, but it will not normally cause surging, I wouldn't think. Fix the surge and you've fixed your emmisions. Allan
