IHC WD-9 Fuel issues

I am wondering if anyone can give me some help with my old IHC 9 tractor. It runs but has some fuel issues. The final fuel filter is full of fuel and does what it is suppose to however, the primary filter does not. The lines are clean and everything. When I run the tractor and try to bleed the thing I can't get fuel into that filter unless I open the bottom valve on the filter and the air valve on the top. When fuel runs out of the bottom I close the top and then the bottom eventually stops flowing too. The tractor misses when running on diesel and it appears as if the injectors are all working. It also appears that there is some fuel coming thru the exhaust that is not getting burned. I need to get this issue resolved so I can move to the next step of restoring this old power horse.
