as bad as this is, maybe there's some silver lining. As I understand it, many run-down dangerosu cities are being
slumlorded by absentee owners who don't give a rats if the place
turns into crack houses, chop shops, biker HQs, etc. And as the
city deteriorates, decent citizens flee to the countryside, as
you're seeing in most farming areas. Maybe the right of eminent domain could help cities seize those
properties and allow improvements. Unlikely perhaps, but not logically impossible....
