Since you only have small equip I would add weight to disk and hit them every day for a week or 2 until chopped up real fine since it's a small garden tractor and when the ground is just damp enough to slide right plow it as deep as you can go then level it and plow it again after the frost has killed regrowth. Add as much weight as you can put on the plow tractor this will help a lot.
