Massey 231 Fuel Problem

Hi

I need some help. I own a MF 231 1997 model tractor. I recently changed the oil and oil filter along with the fuel filter (with one purchased at NAPA). After changing the fuel filter, I have not been able to start the tractor. The filter and bowl fill up with fuel (and the tank is full), and I pulled the inflow and outflow lines and fuel flows in and out of the holes. But still the tractor will not start. I put the old filter back on, and the same thing. If anyone can help, I would be eternally grateful. I have run my battery down numerous times and still it appears I am getting no fuel flow to the cylinders.
