If the carb is mounted on the gas tank there is a brass tube going from the carb down into the tank with a brass screen on the end. If the motor has been sitting, this screen can be all gummed up from old gas. Soak it over night in acetone or laquer thinner or other appropriate solvent then clean it. also make sure the tube is clear. While you have it a part, also clean the carb and replace the diaphram as suggested below.
