Unnnh - not quite... ALL governors use spring force (or in the case of some steam engines, gravity) to drive the throttle open. The throttle closing force generally comes from centrifugal force developed by a pair of spinning flyweights - although it can also come from hydraulic, pneumatic or electrical means in certain applications. Control is achieved by the balancing of the spring vs the centrifugal forces in the governor system.
