Woods Mower Problem

I think the previous owner of my Woods Belly Mower may have put locktite on the bolts that hold the blades on. Tried to take them off with a swing bar and socket, no success. Tried swing bar socket snipe and friend built like a gorilla, no success. Tried an impact wrench and a bigger impact wrench (both ways too), no success. Anything more I fear will break the bolts off. I don't necessarily need the blades off right now, as I can always sharpen them on it. They will have to come off someday. Maybe I'll have to remove spindles and all when someday comes. Any ideas? Another question: This mower is run off the pto of a Farmall C. In my opinion the mower is not running fast enough. Wondered what size pulley others used??
